This was actually a black market upgrade to Street Fighter II’ – Champion Edition. This game is easily identified by the “Rainbow” pattern in reds, oranges and yellows through the “Street Fighter II” logo on the title screen.
One of a couple of black market upgrades which appeared during Street Fighter II – The World Warrior’s peak. The upgrade allowed players to throw homing projectles, and switch characters in mid-round by pressing your start button (the change follows the order Ryu-E. Honda-Blanka-Guile-Ken-Chun Li-Zangief-Dhalsim-Balrog-Vega-Sagat-M. Bison), and teleport to another side of the screen. Results may vary as this was a black market upgrade.
