This is a “386” hack of Vega. Everything is available before the postgame. Many Pokémon have also been modified to make them more usable, as many of the postgame Vega Fakemon are pretty bad. Some have new abilities from Gen IV+, and things are generally more accessible – for example, the fire starter no longer needs to evolve to get Flamethrower.
The difficulty has also been addressed: the level curve is much flatter, and leaders are much more reasonable. That sort of thing. Shuckle has left the gym. These are all included in the documents.
TMs are also more widely available, and there are several QoL changes, such as the Department Store selling Sun and Moon stones before postgame and the Elite 4 selling Revives and Full Restores, as well as an NPC selling all TMs.
